Important Information for Master of Counselling Psychology (MCP) Students
Students enrolled in City University of Seattle’s Master of Counselling Psychology (MCP) program should continue to apply for OSAP and submit all required documentation.
Eligible students may continue to receive:

through the federal portion of student financial assistance.
Changes Affecting Ontario Provincial Funding
Recent changes to OSAP affect the Ontario provincial portion of student financial assistance. While MCP students remain eligible for federal student funding, they are currently not eligible for the Ontario provincial portion of OSAP funding. As a result, students may notice that their OSAP assessment includes federal loans and grants but does not include provincial grants or loans.
Why Is Provincial Funding Not Available?
The Ontario government determines eligibility for provincial student financial assistance based on institutional type and program approval requirements. Although CityU students may continue to access federal funding through OSAP, the MCP program is currently not eligible for the Ontario provincial component of OSAP funding under existing provincial funding rules. Eligibility requirements are established by the Government of Ontario and may change in future funding years.

Therefore, an appeal would not normally result in provincial funding being awarded where a program is not eligible under current provincial policy.
